  - Introduce KAFACI elite lines to each country with new cultural practice
  - Develop elite seed multiplication and dissemination system model
• 2^nd year
  - Understanding the importance of quality rice seeds
  - Establish seed multiplication and dissemination system for breeder’s seed
• 3^nd year
  - Recognizing the importance of sustainable seed multiplication and dissemination system
  - Establish multiplication and dissemination system for foundation and certified seed
